Unlike the XF11C-1, it was largely just a P-6E with a radial engine, in this case the proven Wright R-1820, covered by a Townend ring. The wing structure was again wooden, and the tail surfaces and ailerons were again covered with canvas. The tail wheel was also placed more forward, as on the P-6E, and the landing gear used smaller wheels with balloon tires, but had longer legs than the XF11C-1. Armament consisted of the usual two machine guns, and it carried pylons for four bombs under the wings. In addition, perhaps as an afterthought, it received a folding fork between the landing gear legs capable of carrying a 227kg bomb, and could possibly carry an additional tank of the same type used by the F6C.
